With the timely release of the Strategic Defence Review (SDR) it was great to hear an overview from Stuart Williams, Chief Executive of East Midlands Reserve Forces and Cadets Association and Brigadier Nick Sutherland VR, the Deputy Commander of the new Army Initial Training Command (AITC).

The AGM brings together members and enables discussion around progress from the last year and future plans.

The UK’s 2025 Strategic Defence Review (SDR), published on June 2, 2025, outlines a comprehensive transformation of Britain’s defence posture in response to escalating global threats, particularly from Russia and China.This review marks the most significant overhaul of the UK’s armed forces since the Cold War, emphasizing a shift towards “warfighting readiness” and enhanced NATO integration.

Key Highlights of the Strategic Defence Review

1. Enhanced Military Readiness and Personnel Expansion

  • Regular Army Increase: Plans to expand the regular army to 76,000 personnel.
  • Reserve Forces Growth: A 20% increase in reserve forces is targeted for the 2030s.
  • Cadet Forces Expansion: An aim to increase cadet forces by 30% by 2030, fostering greater societal engagement with defence.
  • Defence Readiness Bill: Introduction of legislation to facilitate rapid mobilization of industry and reserves during crises.

2. Modernization of Capabilities

  • Munitions Production: Investment of £6 billion in munitions, including the establishment of six new factories to produce up to 7,000 long-range missiles.
  • Advanced Technologies: Significant investments in drones, artificial intelligence, and laser weapons, notably the DragonFire system.
  • Cyber and Electromagnetic Command: Creation of a new command to bolster cyber warfare and electromagnetic spectrum operations.

3. Naval Expansion and Innovation

  • Submarine Fleet Enhancement: Plans to construct up to 12 new SSN-AUKUS attack submarines, replacing the current Astute-class fleet by the 2030s.
  • Hybrid Navy Development: Initiatives to develop a “hybrid Navy” integrating manned and unmanned vessels, including modifications to aircraft carriers to support mixed air wings.

4. Strengthening Nuclear Deterrence

  • Astraea Warhead Program: A £15 billion investment in the development of the Astraea nuclear warhead, set to replace existing warheads in the 2030s.
  • NATO Nuclear Integration: Discussions to enhance the UK’s role in NATO’s nuclear deterrence strategy, potentially involving the acquisition of nuclear-capable F-35A aircraft.

5. Defence Spending Commitments

  • Budget Increase: A commitment to raise defence spending to 2.5% of GDP by 2027, with an aspiration to reach 3% in the subsequent parliamentary term, contingent on economic conditions.

6. Industrial and Economic Impact

  • Job Creation: The defence initiatives are projected to create approximately 30,000 skilled jobs across the UK.
  • Defence Exports Office: Establishment of a new office to promote UK defence exports, supporting economic growth and international partnerships.

7. Strategic Focus and Alliances

  • NATO Alignment: A reaffirmed “NATO First” policy, emphasizing the UK’s commitment to collective defence and deterrence.
  • Addressing Global Threats: Identification of Russia as an immediate threat and China as a persistent strategic challenge, with additional concerns regarding Iran and North Korea.

The 2025 Strategic Defence Review represents a pivotal shift in the UK’s defence strategy, focusing on modernization, readiness, and international collaboration to address contemporary security challenges.
